Análisis del financiamiento de la educación superior a través de la demanda
Resumen
La reforma educativa es una de las más urgentes en Argentina, donde son muchas las evidencias sobre las deficiencias en materia de cobertura, calidad y equidad en sus diferentes niveles. Muchas veces se pone el acento sobre el nivel y organización de su financiamiento y, cada tanto, se propone la introducción de “vouchers” como una solución mágica. Si bien es esencial la reforma en la asignación de recursos en los diferentes niveles educativos, estos cambios no pueden ser considerados con independencia de los aspectos sustantivos de la política educativa. Resulta crítico que el financiamiento de la educación guarde consistencia con los restantes aspectos de la política.
El debate sobre el financiamiento de la educación y, en especial, sobre el rol del sector público, presenta características muy especiales cuando se refiere a la educación superior. Precisamente, este documento tiene por objeto recorrer las diferentes alternativas de ese debate poniendo especial énfasis sobre ese nivel educativo, revisando argumentos y experiencias que puedan arrojar luz sobre la discusión de las reformas en el financiamiento universitario de la Argentina.
